City Networks and Health Diplomacy
At the nation-state level, infrastructure diplomacy often serves national interests, but cities are forging another path. Transnational city networks have begun to integrate the "One Health" principle into urban infrastructure planning. Through data sharing, joint experimentation, and standard-setting, these networks turn cities into new nodes of global health governance. The strength of city diplomacy lies in its flexibility—it can bypass political deadlocks between states and focus directly on residents' health needs.
